I purchased an expensive item through ebay. Price included USPS next day shipping service. Since it didn’t arrive, I contacted seller who claims they shipped regular UPS and promised new delivery day. That day passed and I haven’t received anything. In the process, the seller has sometimes ignored my messages and won’t give me a tracking number.
Is it best to solve this thru the ebay/paypal resolution system or do I go directly to my credit card issuer?
If the item does arrive in the next days, is it better to refuse delivery, or to accept it and try to work something with seller like a partial refund, or accept delivery and then return it back if things don’t work out?

it is probably a scam. a normal seller would have tried to work things out with you so they wouldnt get a negative feedback. file a complaint with ebay and paypal and tell them that you never recieved your item and they should refund you the money. also make sure to leave a negative feedback on the seller warning others not to buy from them so this wont happen to others in the future. good luck and i hope everything works out in your favor =)
If it was through UPS, there should be a tracking number on the package. Ask the seller for the tracking number & contact UPS to check where it is. Sometimes items may take a few days to a week to get there.
Also, is it travelling across any borders (ie Canada to USA), It slows it down by another week, because it stays at customs for a few days.
Be patient. If you don’t get it by Tuesday, contact the seller again.
Trust me, through paypal. They are wonderful in getting money back when it comes to that stuff.
Resolve through Paypal. Accept delivery and attempt to get partial refund from seller.
I always scrutinize the seller’s approval rating and their total number of transactions as a seller (not as a buyer).
