Ebay HELP!!! Please help!?

I tried making a best offer on an item and once I tried to proceed to the next step, but this message appeared on my ebay;

In order to maintain a safe trading environment, eBay may limit activity and request additional verification.

At this time we ask that you verify your account with a Credit Card.

The process is immediate and your card will not be charged.

That link is linked to the word Credit Card and it drives me to my login page which is this:
Https://arribada.ebay.com/saw-cgi/EbayISAPI.dll safe?

Is that a phishing? It blocks me from making a best offer.
What can I do?
This message came on my ebay page.

    If this appears in your My Messages it is not phishing. Also, note that the link begins with https not http, the added "s": indicates a secure site.

    in your emai or on ebay page where you place your best offier
    also note if someone else bids on the that item the best offier
    goes away
