I read about the 1099 form which allows entrepreneurs to start doing business? Is that all you need? I already have my domain and hosting to start doing business.

I would think that a consultant would know the answer to that question.
You don’t use a 1099 when you’re a consultant. You just bill your client. When you file your taxes, you file the 1040 and you file a schedule C and a schedule SE.
I take it you won’t be consulting about business.
