If you have a domain name you registered with a web host provider in another country, can you use it for a site hosted in the US? Can you declare this as business expense in a tax return without problems? Or what if I transfer the domain to a US domain keeper?

Yes you can host wherever you want.
Just point the DNS to any hosting provider from wherever.
I use http://www.multipleipwebhosting.esuperfind.com?id=m3y227 they are hosted in the USA but I have domains all over the world.
registration authorities are limited for COM NET and ORG extentions . The person/agency registering could be sub registrants only. so there is no issue in registering a web site in any corner of the world.
There may be country extension (mywebsite.ru mywebsite.in etc..)would have problem hosting them from different country
Hosting a website can be done from any corner of the world. If you have more US vistors it is wise to Host from US.
instead of transferring to US domain keeper why dont you register with US domain keeper only. Some domains extentions are not transferable
