New ebay account help 10 pts?

I just opened an account with ebay. I have a paypal account already but on ebay whenever I try to buy and item or ask the seller a question it says

"Attention!
In order to maintain a safe trading environment, eBay may limit activity and request additional verification.
At this time we ask that you verify your account with a Credit Card.
The process is immediate and your card will not be charged."

Does everyone have to do this? Are they going to charge my card? What do i do? 10 points best answer!

    Yes everyone does it. Its just to verify your identity and no they do not charge your card.

    YES, everyone does have to do it, no they will not charge you, you can either have them text you your code, or call you.

    No, they won’t charge your card. It’s just an additional way of verifying you are who you say you are. I think they check your credit card information against the name & address you use on eBay. This page explains it: http://pages.ebay.com/help/account/id-verify.html. Some sellers won’t sell items to non-verified IDs.
