Will paying a cell phone bill with a credit card then paying the credit card bill up my credit?

I'm trying to raise my credit in the quickest way possible. I am in my freshman year of college, 18 years old, and looking to start out right. Also, what is the best way to use a credit card in order to raise credit the fastest? I know it's not a fast process but I'm wondering about the best way.
