what does Variable Customary APR: 8.90% mean?

I am just trying to find the best credit card for bad credit..the one that i’m applying for says that Variable Customary APR: 8.90% …the one i got right now in the mail is 9 initial fee..i wanna see which one is better..the one that i’m applying for or the one i got in the mail….the one that i’m applying for now says this..

    APR is Annual Percentage Rate. The card has a variable rate, I guess it’s prime plus a fixed percentage. On average it’s 8.9 for the last 12 month.

    The one you got in the mail asks for 49 dollars to process your application, after that you pay 5 dollars per month. It seems like a better deal that the 179 card, at least in terms of your initial outlay.
